Input for DG GROW & Steering Group Consideration ahead of the October GA

Ahead of the second General Assembly, this paper offers constructive input on the first cycle of the EU Critical Chemicals Alliance (CCA). It acknowledges the substantial progress achieved across its four Working Groups, and it flags a limited number of aspects for the Steering Group and DG GROW to consider in a revised mandate: uneven attention to the CCA’s modernisation objective relative to maintaining existing production, skewed stakeholder representation, process-integrity concerns around pre-settled outcomes, and the need for clearer cross-Working-Group coordination and timeline predictability. The paper closes with specific recommendations based on experiences across the different Working Groups,, aimed at making the CCA’s next cycle balanced, transparent and forward-looking.
